Location: Remote

Salary Range: $100,000-$130,000 (depending on location, skills and experience)

 

 

Role Summary

The Proposal Manager is responsible for leading the development, coordination, and submission of high-quality cybersecurity and compliance proposals in response to Requests for Proposal (RFP), Requests for Information (RFI), Requests for Quote (RFQ), and other solicitations.

This role focuses specifically on cybersecurity advisory, assessment, and compliance services, ensuring RSI Security’s expertise across frameworks such as PCI DSS, SOC 2, ISO 27001, CMMC, HITRUST, FedRAMP, and related security programs is clearly and competitively represented.

The Proposal Manager collaborates closely with sales, delivery teams, subject matter experts, and leadership to translate complex cybersecurity services into clear, compelling, and compliant proposals that support revenue growth and client acquisition.

 

Role Purpose

The purpose of this role is to drive new business opportunities by managing the end-to-end proposal lifecycle for cybersecurity and compliance engagements, ensuring proposals meet both technical accuracy and solicitation compliance requirements.

 

Core Responsibilities

Cybersecurity RFP Management

  • Manage the full lifecycle of cybersecurity-related RFP responses, including qualification, planning, drafting, review, and submission
  • Lead proposal development for services such as:
    • Cybersecurity assessments
    • Compliance readiness programs
    • Security audits
    • Penetration testing
    • Governance, Risk, and Compliance (GRC) advisory services
  • Ensure responses clearly reflect RSI’s capabilities across major frameworks including PCI DSS, SOC 2, ISO 27001, CMMC, FedRAMP, HIPAA, and HITRUST

Opportunity Qualification

  • Review and assess incoming RFP/RFI opportunities to determine strategic alignment, feasibility, and probability of win
  • Partner with Sales and Leadership to prioritize qualified cybersecurity opportunities
  • Proposal Development
  • Draft, edit, and coordinate proposal responses that clearly articulate:
    • Security methodologies
    • Compliance frameworks
    • Technical scope and deliverables
    • Risk mitigation approaches
    • Pricing models and service structures
  • Translate technical cybersecurity content from SMEs into clear, persuasive proposal narratives

Cross-Functional Coordination

  • Coordinate with internal stakeholders including:
    • Sales
    • Subject Matter Experts (SMEs)
    • Delivery teams
    • Compliance specialists
    • Executive leadership
  • Facilitate internal review cycles to ensure technical accuracy and proposal compliance

Proposal Infrastructure

  • Maintain and improve proposal resources including:
    • Standardized templates
    • Cybersecurity methodology documentation
    • Proposal content libraries
    • Framework-specific response materials
  • Maintain and manage proposal tools and government opportunity platforms such as BidPrime, GSA systems, SAM.gov, and related procurement portals

Pricing & Scope Alignment

  • Work with Sales and Delivery teams to ensure proposals accurately reflect service scope, pricing structures, and delivery methodology
  • Support the development of consistent and scalable pricing frameworks for cybersecurity services

What You’ll Do

  • Manage the full lifecycle of RFP/RFI/RFQ responses for cybersecurity and compliance services
  • Evaluate opportunities and collaborate with leadership to prioritize qualified proposals
  • Develop and edit proposal content describing RSI’s cybersecurity services and methodologies
  • Coordinate with sales, delivery teams, and subject matter experts to gather technical input
  • Ensure proposals meet solicitation requirements, compliance standards, and submission deadlines
  • Maintain and improve proposal templates, response libraries, and documentation
  • Support development of service scope and pricing structures aligned with proposal requirements
  • Track proposal submissions and maintain records within proposal management tools


What You’ll Bring
  • 5+ years of proposal management or RFP response experience
  • Experience supporting proposals for cybersecurity, IT services, or compliance consulting
  • Familiarity with cybersecurity frameworks such as:
    • PCI DSS
    • SOC 2
    • ISO 27001
    • CMMC
    • FedRAMP
    • HITRUST
  • Strong ability to translate technical information into clear written proposals
  • Experience coordinating cross-functional teams during proposal development
  • Excellent written communication and document management skills
 

Measurables

These are tracked weekly or monthly via the Scorecard:

  • Number of qualified RFP opportunities evaluated
  • Proposal submission accuracy and compliance rate
  • Proposal turnaround time
  • Proposal win rate
  • Contribution to revenue generated through proposal responses
  • Maintenance and expansion of proposal content libraries
  • Internal stakeholder satisfaction with proposal support

  • Non-participation in EOS rhythms (L10s, Rocks, Scorecards)
  • Repeated inaccuracy or negligence in proposal development responsibilities
 

Notes / Special Considerations

  • Experience with federal contracting or public sector cybersecurity proposals
  • Knowledge of GRC services and cybersecurity audit methodologies
  • Experience using proposal management platforms or procurement portals
  • Background in cybersecurity consulting firms, compliance assessment firms, or managed security service providers
